Is it possible to save a Illustrator CS file into Illustrator 8 or 9.

Either one, but you will lose any functionality in the document, that
is not in the version that you are saving to.

Just use Save As, then under Illustrator options > version >
Legacy formats 3, 8, 9, 10, Japanese Illustrator 3

select the one you want.
