"Save" is for formats that can be read back in with no loss of data;
"Export" is for formats that loose data. Previous versions of
Illustrator had legacy AI formats under "Save" because it was possible
to round-trip files in many useful cases as long as you didn't use the
newest features. Because Illustrator CS has a completely new type
system, you cannot round-trip any file that has type through legacy file
formats. So the legacy formats were moved to Export. If you export a
file into a legacy format, the type will be broken up into multiple
separate pieces, like you get if you open most non-Illustrator PDF files.
