Creating PDF from illustrator

if you choose when creating the PDF to preserve Illustrator capabilities,
high definition images that you might use in your file are embedded in the
PDF, even if you request a downsampling or a compression for your PDF..

may be you could try to suppress this option, depending of the version of
Illustrator you use this might have also an effect on the text structure but
if you don't intend to edit your PDFs (or if you use Illustrtaor versions
anterior to CS) this could work.

If you use Acrobat 7 Professionnal you might also use the optimization tool
in this software.
