Anchor point question

Have Illustrator CS

I know absolutly nothing about vector but am trying to learn.
I use the ellipse tool & make a circle then deselect it then use the pen +
tool to add an anchor point but sometimes the anchor has two handles &
sometimes only one.Can some one explain why this is & tell me how to get two
handles when I want them ? It seems the two handles appear on certain places
on the circle.

Use Convert anchor point tool (Shift+C) to solve all the direction
handle issues,
